    Step 1: Look at the tense of the sentence. Past tense, words are told, had brought, was and would rain. Hence, the sequence of the tense is correct.
    Step 2: Connection of the subject and object. The man told whom? The man told her, unnecessary word ‘to’. He had not brought what? He had not brought his dog for what? For a walk.
    So, error lies in ‘a’. Redundant word- ‘to’.
